SW 2017 SP5

I think the answer is no, but I want to make sure I'm not missing something.  I have a drawing that looks like this:

I would like to foreshorten the 3.00 radius dimension, but when I do, the ordinate dimension does not come along for the ride:

There does not seem to be a way to attach an ordinate to the center mark of the foreshortened dimension.
