Inward Rounding Issue

I have a drawing with millimeters for primary units and inches for secondary units. I have rounding set to "Round half away from zero". I have one dimension that has a tolerance of ±0.15mm, which is equal to ~0.0059in. With the secondary tolerance set to three decimal places, this rounds to 0.006in as expected. When I select "Inward rounding" for this dimension, the secondary tolerance rounds to zero (regardless of number of decimal places displayed).

 

With three decimal places displayed, shouldn't it round to 0.005in? Am I just not understanding how the inward rounding function works?

 

Any advice or information is appreciated
