EdrawingHostControl and Server2016

i have been embedding the edrawings control into My C# applications so users can view drawing. I currently moved up to 64bit \ edrawings2019 and it has been working fine on any Win10 box.  but when i installed it on a windows server 2016 the drawings never appear,  the control is loaded and i can right click and get the menu items but the prints don't display. You can even print preview the screen(see attachment). please keep in mind the existing projects have been upgraded a few times.   if i build a new project and add references i can get it to work on server 2016.  

you also can open the native application and it functions fine.
