Cone Development using Sheet Metal

I have always used the lofted bends in Sheetmetal to create a cone. Recently I have had the need to add a flange/lip to the top of the cone. To do this I have had to use the Swept Flange method. Although this models correctly and is dimensionally correct, I am having problems with my flat pattern which I send to a laser cutter. There is a difference in the cut out dimension in the flat pattern when using lofted bends or the swept flange commands and I'm struggling to comprehend which is the correct/most accurate method to use.

Has anybody had a similar issue or can advise which method they use?
