Assembly mate failures despite ability to move into position

I have an assembly with a lot of parts and subassemblies, the kind of model in which it takes a while to move a component manually.


The problem is that I am receiving mate failures ("The selected mate could not be successfully created.") despite the fact that the parts should absolutely be able to be mated and they can even be moved (with a lot of lag) into the correct position.


I had these problems earlier in the assembly with fewer components, but sometimes could work around it by changing the order in which the mates are created, and the mate would just take a while to solve. Is Solidworks just giving up after a certain amount of time? How can I mate these components? 


Unfortunately I can't upload the model for IP reasons.


Oh, the model contains a lot of tangent mates as well. These are designed to work geometrically but I've heard they can be problematic.
