I'm trying to educate myself about network traffic monitoring and evaluation. What sort of utilities are available, and what do they do?

Quite a few, and really depends on what you are looking for. A good place to start researching would be to look at snmp protocols and the tools that integrate there. Nagios, Cacti are open source and there are a bunch of programs for purchase - What's Up Gold, Solarwinds etc. I even use Cacti to monitor SNL license utilization. It produces some really cool graphs of current in use (I think on 5 min intervals) against max possibly. See attached, and yes I know I had a little sevice interuption but only on the monitoring side...but this is for essentially one day.
If you are thinking from your PC check out Sysinternals tools - microsoft purchased them a while ago, but filemon / netmon / regmon are all invaluable for debugging local and network stuff from your local PC.
