I am trying to mate (concentric) a u-bolt with a plate (with two holes), one of them mates ok but when i try to mate another one it says "the components cannot be moved to a position which satisfies this mate. Cylinders are not concentric". Never had this issue and i tried changing planes but still cannot seem to make it work, any ideas? 

I have attached the error log message as well as assembly SW file.
