there are 2 ways to insert a picture to SW and get the sketches from.
1) Insert> Picture
2) Tools> Sketch Tools> Sketch Picture

As far as I know, both options are same with first option is available in drawings only but you can not draw sketches with both option in drawing like in models.

Insert>Picture is for a drawing and an assembly, but not for a part:
But for an assembly, only TIFs are supported.
More image formats are available when inserting into a drawing and when you do insert one, the Sketch Picture property manager displays, so I would say for a drawing #1 and #2 are the samesketch.
This doesn't surprise me because when I developing CONTEKS: CONTExtual Keyboard Shortcuts for SolidWorks, a drawing returned as a drawing doc type, but also passed the test for being a sketch.
As for the assembly, a dialog opens with a "tif" filter, but no "tiff" filter.
I select a tif but nothing happens in the assembly file.

EDIT:
Once a picture is inserted into an assembly, even though nothings shows, the Picture menu item is now grayed out on the Insert menu.
Also, I tried to insert a picture in an assembly sketch, but again, nothing shows up and afterwards, Picture is grayed out.
Lastly, while in an assembly sketch, the Sketch Picture command isn't available.
