In the PDM Administrator:

It's not that option
Each time I login PDM, all latest revisions are automatically downloaded from PDM Vault to the local Vault view. I wan't to turn this option off
Then enable the get version check box underneath "always work with latest".
1) If the file isn't already in your cache, it'll grab the latest version. So you'd have to enable that option I just mentioned.
2) If you had the file open before to a previous version, and have the 'always work with latest' unchecked, it'll pull in the previous version you had open in memory.
PPS on #1, if you have clear/refresh cache options on, it'll do the same thing.
Actually, I have that option off and all latest revisions are downloaded to the local Vault view each time I login
it takes a while for this downloading so I want to turn it off do it manually only files I"m working on
Someone has set your vault to Refresh the root folder on login. Usually you set it up to do this for certain folders that you want to make sure are updated (templates, etc). Setting is under 'Cache Options' for your group:

this is the setting you are looking for - it could be set in the group and/or user. it can also be set differently for each folder. (useful to turn on for templates and such, but it sounds like you have it on for the root folder - not so useful )

Just to be thorough, have you checked the 'Cache Options' setting for you specific user as well?
no - all setup is in the group, not the user
Annnnnnnd, due to SPR 859716, how exactly are you navigating to the 'Cache Options'? Make sure you are double clicking the group name or right clicking the group name and selecting 'Open'. If you right click on 'Groups' and select 'Open' and then right click the group name and select 'Properties', the 'Cache Options' page will NOT show the correct information.
I can't recall now but I remember there is an option which download all files from PDM Vault to Vault View each time you log off and log in again
check EACH of your vault folders - maybe if feels like you are caching the whole vault, but it really is only half
