does SW have such capability?
Solidworks does have some capacities, but in my experience these are rather rudimentary. I use Artec Studio, MeshLab and Netfabb for these purposes. Each of these has its pres and cons. Artec needs to be bought, the others are (were) freeware.
what about CATIA?
Dunno, used it once. It's the expensive brother of Solidworks. When money is no object you might try it....

I've recently used NX for basic point-to-surface conversion. Much better than SW for isolating known surface types (e.g. plane and cylinder).
The 500kg gorilla of point-to-surface conversion is GeoMagic.
