Using incrementing cavity features to model a gear

I am trying to model an enveloping worm ring. To do so, I have a hob cutter modeled and can write a VBA macro that will rotate both the cutter and the gear at a specified angle increment, perform a cavity feature, then iterate until no more material is being removed.

The problem is that cavity seems to be parametrically applied, so that when I rotate the gear, the cavity feature moves it's position on the face. Is there a way I can overcome this limitation? Or is there another way I can achieve a 'continuous' type of subtraction from one part to another?
