Move Copy Part

In a weldment if you insert a part and add a constraint of that part to another part it inserts the move/Copy feature in the part inserted. However if you don't add a constraint right away it does not. You can add a move/copy but it then adds it to the top level part, not the inserted part. Is there anyway to get the move copy into the inserted part after insertion? I've tried drag and dropping and it shows the "Insert" symbol but does not actually move the feature.
