When I draw the the sketch on a picture, it would be great to introduce a special measure for synchronizing the real measures with the scale we define.
I don't think I perfectly understand your question but..
It's pretty easy as the Scale tool will lock to sketch geometry.
This allows you to be very precise.. I just use some throw-a-way sketched lines / points

I am just asking. When I use the sketch picture I can take the Angeles and general shape. But for more accuracy, there should be a way to make a connection or scale to resemble as much as possible the sketches to the reality, here is where I need the scale. Scale says that for example if this long is 100 km then make then calculate the other measurements. I mean this. Actually it should pave the way to reach to the real values.if we know the real measures of a specific object like ruler or matchstick or whatever, the we should be able to calculate the rest of measures with proportions. Now got it?

I use pictures all the time as reference in modeling.
First I bring the image into SolidWorks and then scale the image to 1:1 using some known and convenient refernence
Then on new sketches I trace over the image(s) adding known dimensions as I go.
For the unknown dimensions I interpolate and make engineering decisions based on standard tooling, design for manufacturability and years of shop floor experience.
One thing that you have to consider is that because of parallax errors and other image interpretations - you cannot rely solely on the image.
