In this example, I'm trying to attach the arrow to the "28" (on the bottom row of the stack) or shift the "8 & 28" row to the top....

There should be a Paragraph Overflow setting... I don't use that option, so not sure..
Are you manually making the balloon or are you using Auto balloon? If auto not sure you will be able change it.
I was finally able to get the leader to the nearest Balloon by switching back and forth between the options shown below, along with moving the stack right or left.
Thanks Glen...that's my temp work around, but wondering if there's a selection to choose the attachment balloon (if arrow is angled the other direction or if you have more balloons this option could be troublesome).

if you just add a balloon to the part you want the leader to go to the leader will always be connected to it. From there you add balloons to the stack. By changing the "Ballons per Row" and orientation of the lines you can put the rest of the balloons where ever you want. It essentially becomes like an array. Change the "X-direction" and columns and rows.
