Installed Solidworks 2019 SPD PDM Client and the Word add-in has issues:

• Message from "Com Add-ins" property sheet: "Load behavior: Not Loaded.  A runtime error occurred during the loading of the COM Add-in.
•  Solidworks Add-in does not appear in ribbonbar.

Items checked:

• Registry has an entry for the add-in and the "LoadBehavior" is set to "3" (load)
  • HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Office\Word\Addins\Office.AddinWord
• OFFICE.DLL located in C:\Program Files (x86)\SOLIDWORKS PDM (dated 2/27/2019)
• Uninstalled/reinstalled 3x.
