Context toolbar change or just my imagination?

I'm not sure if there's been a change to the context toolbar behavior or if it's just my imagination.  Here's the situation...


While in an assembly, when I select two faces from the graphics area (or a plane from the FeatureManager tree and a face from the graphics area as shown below) the shortcut and context toolbars appear.



But when I select two planes from the FeatureManager tree, nothing appears unless I hit the RMB.  Then the toolbars appear, albeit in odd locations.



Has this always been the case with the context toolbars when making selections solely from the FeatureManager tree?  Is this a behavior change in SWX 2019?  I believe that I have all of the available options set to make the context toolbars appear.
