Solidworks 2019 Admin image directing install to wrong folder?

I set up an Admin Image to install Solidworks 2019 SP3.0, with most users set to uninstall the latest version and perform a new installation in 'C:\Program Files\SOLIDWORKS 2019'.  Users are reporting that the installation did the uninstall correctly (removed Solidworks 2018 SP5.0), but then proceeded to install into the oldest Solidworks folder found on the machine, usually 'C:\Program Files\Solidworks 2016'.  I did not have all previous versions removed in order to maintain access to our legacy data in our Workgroup vault.

Has anyone else seen this?  And how am I supposed to prevent this?
