First off, sorry if the title question/topic is misleading. I'm not really sure what to call this.

I'm trying to mate the rectangular bar shown in the picture to the hitch pin studs (its currently oriented sort of how I would like to mate it, minus the interference at the bottom. As you can see in the second picture, the two pins are slightly offset, so it's giving me problems. I thought I could mate the axes of the pins with the axes of the holes, but they're offset as well. I tried to create a plan that's coincident with the angle, but I can't seem to get the references right.
