Shouldn't it add at least .015? Or ask if you want to add clearance? (using SW2016).
If it automatically added clearance everyone would want something different so if SW added .015" someone would complain because they want .01651231" clearance. That would end up with SW adding an option to have "Infinite Clearance"....which they already give you.
If you as an individual/Company have a "Clearance Standard" you can alter the hole wizard to your specs and then you have the clearance you want.
If you pick the right one, it should.
You can also pick tight, normal and lose.

Yes, using hole wizard.
Specifically, I am talking about SHCS. And in this case, it is 3/4". It doesn't matter whether I chose Normal, close, or loose, the c'bore depth is .750 unless I manually add head clearance.
You'll need to create your own standard with "extra" clearance.

There are standards for the dimensions of counterbores. Solidworks intends to follow the standards, which is probably the best possible plan.
