is there a way to attach the finish mark to a dimension, kind of like I show in the attached jpg
The surface callout only allows selection of feature edges/faces. Place it approximately as desired. Then select both the dimension and the surface callout and group them using the RMB.
You can use LMB to highlight the dim while selecting the geometric tolerance - the GDT will be automatically placed right below the dim
Another way is to place the dimension and then create a note with the surface finish symbol like this:
Then drag the note where you want it. (I had already done that with another note when I did the screenshot)
Place your dimension first. Now create a note and with the note text box highlighted, click on the dimension text so that the text becomes the note text.
Now create another note with the surface finish symbol making sure both notes are part of the same view.
Drag the surface finish note into position on the first note.
Now cntrl select both notes and click Tools-Align-Group-Group
Now you can drag both notes as one.
Tony, using the group function as I mentioned eliminates that issue when one gets moved since they are essential combined as one.
