Unable to Check Out PDF files, Machine Specific

We have one computer (Windows 10) that when any user attempts to checkout a PDF file, we receive the message "The operation is not supported by your SOLIDWORKS PDM license." This happens to several users on the same machine, but not to those users when they use a different machine. Tried with multiple PDF files.

 

The only thing I could think of was the default application for opening (Adobe Pro), but changed that to Edge and still had the same behavior, and second machine we tested with success on also has Adobe Pro set as the default.

 

My search-fu has failed to bring up anything remotely related. Any help or suggestions would be appreciated.
