Not Responding during check in

We have a computer that is taking upwards to 60 minutes to check in an assembly. I look at task manager, the CPU usage is 10%, Memory 18%, Disk 12%, Network 0%. However Windows explorer constantly pops up "Not Responding". I disables all virus protection and no change. Any ideas on what is causing this? We are using SW 2017 SP 4.1 on Windows 10.
