Looking for some comments, experiences good and bad with upgrading to SolidWorks and PDM 2019 SP 3.0. Looking to upgrade very soon but want to get a warm fuzzy feeling first.

Yes, I agree with your assessment. I have been working with SW for many years and understand the benefits and risks of upgrading. We are currently on SW/PDM 2018 SP 5.0 and have been waiting for SW/PDM 2019 SP 3.0 to hit before considering upgrading (standard practice). We are looking forward to getting some of the bugs and work a-rounds behind us as well as taking advantage of the advertised performance improvements. A warm fuzzy can go a long way...

I got some major issue after upgrading to SP3. Foreshorten dimensions stopped working on cropped views.
Can I roll back to SP2?

Have you taken this issue up with your local tech support? Not a show stopper for me but not good either...
As for rolling back, this too I would take up with tech support. I have rolled back from 2018 SP 4.0 to 2018 SP 3.0 once for a couple of issues. I had to completely remove SP 4.0 and Install SP 3.0 to get it to work for me. Regressive issues hurts everyone.
EVERY version (and sometimes service packs) of Solidworks has issues. Some merely cosmetic, sometimes catastrophic. You have to accept the problem, develop a work-around and deal with it, or wait for the next service pack. Such is life.
From what I've read, Dassault began the process of rewriting much of the software a couple of years ago. Some of their "new" code was based upon "old" code from years prior (when it was much leaner) and unfortunately the process occasionally brought along some legacy problems. At least that's my understanding of some of the issues that I had with SWX 2019. Those problems and many others (83 in total) were fixed in SP3.0 alone.
We are running SWX 2019 SP3.0 on nine workstations with no major problems. I have no hesitation recommending upgrading.
I have no experience with SWX PDM. I have used similar systems in the past and have very little use for them except in situations where there are many users and/or multiple facilities involved.
