Yes you can!
- create a new sketch on the top plane
- a centerline in the middle of the part as rotation axis
- and - as Frederick shows you - the contour.
- a large circle
- an arc, closed with a line
- rotate as cut

How you have your features sequentially matters in your feature tree. If you start with a revolved feature to start, you can have that scalloped feature in the middle, then do your flats cut. It will look like you are showing.

You can do a revolved surface (like a donut) at the end of the part.
Then knit the surface into a solid.
Then move the solid donut to the middle of the part.
Then combine/subtract the donut from the primary part.
