I believe in 2018 SW you could easily edit the dimensional spacing with the popup menu, and then drag them around slightly to position them how you wanted with no issues. Now it seems in 2019 the alignment and spacing function might be bugged. Here is what I see:

Above: Default, before changing the spacing. Pretty tight, so I usually bump the spacing up:

Below: After spacing adjustment and dragging the dimensions down slightly so as not to intersect with section line B-B. They go crazy and the alignment goes berserk.

These were created using the baseline dimension tool.

Let me know if anyone can replicate this. I use the popup menu to make the spacing adjustments.
