Yes
As mentioned above, sketch driven pattern of the hole, but also u could to table driven pattern (where u put coordinates for next instance) or variable pattern.

as i mentioned before the number of the holes managed from a custom property variable (e.g 1 hole or 2 holes or 3 holes or...)
and i think the table driven pattern is not suitable

You can use a custom property to drive the number of instances in a Pattern. See How do I set a configuration specific dimension or value?

This are pusher frames i did. with equations that change amount of holes (highlighted) depending of the length overall, and it can't exceed maximum distance of 500between holes
Use equations to suppress/unsuppress the patterns. Drive the number of instances/dimensions with the equations as well.
I used to do this for mounting holes on plates that had various widths/lenghs.
Create a sketch, in which your custom property determines the location of those holes or points. Then create your feature from this sketch. Or do the sketch as mentioned, then make your feature, then use a sketch driven pattern to complete it out.
