When I try to insert Balloon with option selected as "Item number", I am getting its corresponding edited material from BoM.
Looks like this is only for all the tool box parts
Do anyone know about this situation?

Yes, the Toolbox Part file, or better yet do a Pack and Go of the Drawing into a zip file and post that. I'd like to see if I get the same behavior. If I can't figure it out someone else probably can. See How can I attach a file to a forum post? if you aren't familiar with the process.

is there an option to upload large files?
I assume you get this same behavior any time these Parts are used? If yes, create a simple Assembly using one or two of them, create a Drawing of the Assembly, insert the balloons, and send that instead of the project you're working on.
good luck, with this one. Sure once you get a few files that it will be easy to figure out what is going wrong.
I have used these parts in the past and never seen something like this.

are these tool box parts or parts that someone made?

No this is not happening in other files, just I used a sub assembly of that main assembly and created a drawing file out of it and it came correct.
Have you deleted those balloons, saved your drawing, exited SolidWorks and opened the drawing again and recreated the balloons?

I added one more step to Carrie's recommendation.
Yes I deleted those balloons, saved the file, closed SW and shutdown computer for a 2 days and today I try to add balloon. But the result is still the same.
delete the bom, reinsert,
make sure the view is linked to the bom.

check the bill of material also. What are you getting for the item # there?
could be that you have excluded fasteners?
and instead of a ? for the item you are getting the material?
Could be that the custom properties of the parts has Item # and someone put the material as the item #?
I don't think that's the issue.

Thanks everyone for the effort taken to find a solution for me.
I did not want to delete the existing BoM and reinsert new BoM as that will lead me to make many updation, so I was trying to find a way to fix my existing BoM.
Now no other option is working, have replaced existing BoM with new BoM and balloons are coming correctly.
customizing the bom sometimes causes corruption, Try to model for the final output, is what I have always tried to do. If worst come to it I would sometimes save the bom as an xls file and insert it as a table and hide the real bom off the sheet. a bigger pain since the one on the drawing does not update.
