I need to make this part exactly like this? how can I do so? This complex part is driving me crazy!. I would like to convert to sheet metal. How would I create a form tool for this. This is what I got. Clamp is used for 1.0625" OD tubing. As you can see the radius of the clamp isn't perfectly round!

One way to approach this is to model the outer shape as best you can as if it where a solid mass, not a uniform sheet metal part. Then delete the unwanted surfaces and thicken what is left.
Model as solid
Delete surfaces
Thicken the surface body
Here is the part file. (not to scale or accurate in any way ... just to show the method)

You can draw it as a strict model.
You can not flatten when you draw as sheet ..
