How do you copy a single entity (for example text surrounded by a rectangle with fancy lines) to multiple locations on a drawing without have to use the copy command repeatedly?

I'm using SW 2018 to make a drawing from a model. I can't seem to be able to copy a single entity and place the copies in multiple locations. Autocad calls this "copy with base point". For example, I'd lke to add text that is surrounded by a box made of fancy lines to indicate customer required specification. I suspect there's a setting turned off somewhere but where?
