As far as I am aware the date is determined by the system date format.
Change this format and you will see a change in SW. This has always been the case (since I've been using SW). It's a shame SW has not got it's own format built in as standard.
You could check to see if someone has written an API to customize this in SW.

We are using CustomTools 2009 for SolidWorks to manage our CustomProperties. Custom properties are stored in a database and manage with profiles. One of the main benefit of this tool is that custom properties are stored in the database so they do not need to be typed over and over. You are able to change the date format also using this tool, no need to create a macro. You should really check this out: Managing your custom properties with CustomTools 2009
