Rough sketching changes when dimensions are applied.

I have  asked this question in the past and thought I had an answer, but I didn't.  I am using SW 2018 standard edition.  When I create a rough sketch and try to add the correct dimensions to it, it sometimes changes the positions of the previous lines.  I have three pictures that hopefully show the problem.  I am a furniture maker and I am trying to extrude a tenon on the end of a curved chair back.   The tenon I am trying to make will be 3/8" x 2" and 1" from the end.  I drew the 1" line, then I did the upper half of the tenon which is 3/16", but when I tried to draw the horizontal line, which was 0.54" to 2", the result I got was picture three.  What am I doing wrong??  This is not the first time I have had this type of problem, it has happened to me over and over again.  Someone can say that I have a center line down the middle of the part and that is causing the problem, but that is not the case.  Other times there wasn't any center line.
