How do I remove the Shortcut Toolbars? See image below of the Part Shortcut Toolbar. I cannot move it or turn it off.

It looks like you have touch mode turned on. See this help topic that tells you how to turn it on/off.

Right mouse button select the tool bar which will open the toolbar selection dialogue box.

I don't recognize that bar. Is it some kind of tablet / touchscreen thing? It looks hideous and oversized like it's for thick sausages.

I'm unfamiliar with those controls or options, but I've reviewed System Options > Touch. There are controls which could be there but are not present in my Win7 installation. When entering Touch into the Search box in System Options (upper right corner of that window), I do get a listing of "Change where touch menus appear on the screen...." (unavailable to me) which leads to the Touch 'tab' in System Options. Try that.
I solved the problem by editing the registry. Close SolidWorks. Using the elevated registry editor I saved the SolidWorks 'User Interface' Key to the desktop. I renamed the SolidWorks 'User Interface' Key to include a suffix _Old. Restart SolidWorks to create a fresh User Interface registry key. Set all SolidWorks Toolbar settings to default. I restored my saved user settings.
