One of my Design Tables has "$FIXED@Leg Rail-1.1<1>" as a column property. The value in the configurations is set to 'N'.
It is referencing one of my assemblies, but what does it do?

The equivalent of this,,,
or to be more accurate (N)ot $FIXED would be float

It determines whether a component is fixed or floating.
I am not sure what you searched for in the help, but searching for $fixed like this:
