The "idea" functionality in the forum platform allows it to be setup so each "up" vote can give a certain number of points and each "down" vote can give a certain number of points. For the SWW top 10, an up vote is set to 1 and a down vote is set to 0 (so down votes don't really count at all).
So, the score is equal to the number of users who voted with the up vote and number of votes is the sum of the number of users who voted with the up vote AND the down vote.
I guess in some implementations of ideas, number of votes may be useful because it is a measure of activity of an idea vs. positive sentiment towards that idea. The whole idea functionality of the forum platform is not intended only for software ideas as SOLIDWORKS is using it, but for any kind of idea; like it could be used for political policies in a politics related forum for instance.
Unfortunately, the ideas interface is not customizable to the extent that SOLIDWORKS can remove the "Sort by score" or "Sort by most votes" from the forum UI; otherwise they would. That is one of the many reasons they are looking into implementing a totally different interface for ideas/enhancements (as I've said before, I can't comment on when that might be delivered, especially since I no longer work at SOLIDWORKS).
