How can I use hole wizard to do such hole
Direct way would be to select Legacy hole then tapered type and key in your dimensions as shown below
Another method is to use standard countersunk hole, edit the profile sketch, make the countersunk angle driven then make the bottom of the countersink coincident with the bottom of the plate as shown below.

No, or at least not unless you are extremely lucky. Hole Wizard offers three countersink angles (as I recall), and unless one of them works for you, you'll have to do a cut extrude. A rotated cut extrude should be easiest to make parametric should your wall thickness change later (but you have to set up a plane to sketch on).
