I have what appears to be a simple curved loft (along the curve at the bottom), but I can not get it to build. Can someone please tell me what about this design may be illegal? Thank you so much! I have attached the part.

Yes, you are right.
It is not not always neccesary to have separate sketches for guides, but a recommendation.
I think the OP has problems with 2 lofts.
The solution ömür tokman is showing in his video is fine for one loft, and needed an extra Sketch21 with one dot (profile sketch).
Without the extra sketch with the dot, it didn’t work for me (SW2018 SP0.1).
I’m not sure how the OP exactly wants the other loft, but for this loft it was possible to create it by selecting one point as a profile (not a separate sketch) and selecting a modfied sketch19 (line removed), and the 2 guide curves.
The result looks a bit strange to me. Probaply the arc of guide curve 2 is too short.

I've also tried a closed loop rather than a region, and it also will not build.
Delete the point at the sketch where the roads are and create a different sketchte point.
Use 3 sketches, for dots, for paths, for frames.
Watch out for the video, I'm erasing the point and there's no problem.

Hello Nik,.. if you add another section (scaled) along the paths or add another guide curve (helix, pitch).. they should work.

Maybe I am missing something here, but this feels wildly unintuitive. I remember running into stuff like this in SW in 2015 and just giving up on the software completely.
I have a point, two curves, and a sketch, but the loft still won't build. What am I conceptually not understanding here? Am I stupid, shouldn't this be just this easy?

Conceptually it is important to understand that for lofting you need separate sketches for each profile and separate sketches for each guide.
In your model; Sketch1 contains too much entities.
You are wrong, I`ve done loft wo any problems with author's model wo any modifications, moreover, according to documentation 2018 SOLIDWORKS Help - Lofts All sketch entities, including guide curves and profiles, can be contained in a single 3D sketch.
This indeed did the trick. I don't think the fact that you need separate sketches is necessarily very intuitive; I would never have guessed that. But i had spent countless hours trying to figure this out; and that solution worked, I am very happy! Thank you.
