Hello Adm,... I can not open your 2019 (I don't have sw2019).. but I can view it using eDrawings (2019)...
although, referencing your image was easier.... so, what I'd suggest, (or, how I would do it) is a Boundary Surface, (4 sided) and Fill and Knit.... or, a Fill can also work.. but would need some tweaking to get it right. (images attached)
I did not try a Freeform feature.. but can imagine it being possible with some finesse?
Another option, is doing a Deform.. again, imagine it being possible with some finesse?
In my opinion, the most logical is to create it with the surface.
