This issue has been reported in SPR 1109525 (Rotate view icon in solidworks 2019 stays active if sketch entity is selected and then rotate view is used even after releasing middle mouse button). The workaround is to rotate the view first and then select the sketch entity to be used
I am not able to reproduce this issue in 2019 SP0 on my end so it seems like it is specific to your environment. I hope they figure this one out soon!

My only option is return to SW2018SP5 as I only convert some of my file to SW2019,

I have repeatedly been told that when your subscription runs out, you are entitled to all service packs for the year version you have. So in the case that you were on subscription when SP0 of a year version was released, you are entitled to ALL the service packs for that year. My Var confirmed this to me several years ago and I have never seen anything officially revoking this ability.
However, I am in the US and this may be different in other countries or it may have changed recently.
(I am on an older version and off subscription- so things might have changed - but i have never seen anything to say it has changed).
My VAR has always been very helpful when I ask questions (I can not ask for support without sub.).
I suggest you ask your var and get confirmation from them if anything has changed and if you are entitled.
If you do have to go back to an earlier version, there is a post that recently showed how to do a Windows Restore to Older version of your files.
Resave in SW2019 so SW2018 can open it
This may be an easier way to restore your files if you need to.

There are a number of issues which will be fixed with SP1
You can prevent by Options>Performance> un-selecting Enable Graphic Performance

Example, 2018SP3.0 was released on 5/21/2018 and 2018SP4.0 was released on 8/8/2018
If you purchased SolidWorks 2018 without subscription on 5/22/2018, you are entitled to SolidWorks 2018 Sp3 only.
If you purchased SolidWorks 2018 without subscription on 8/1/2018, you are within the 30 day purchase window and you would be entitled to 2018 SP3 and SP4.
The exception is if you purchased 2015 SP3 back in 2015 for example and contacted your VAR for SW2015 installation media THIS year (2018), Service Pack 5 would be provided for installation\download.
I tested SPR 1109525 with an internal build of 2019 SP1 and could no longer reproduce this problem. I emailed our QA team to double check and mark the bug Verified-Fixed.

I have a similiar issue, but in my case is when I use measure tool. I´ll try to explain in diferents screenshoots:
1st Condition (without rotating the piece once the measuring tool is open and faces selected)
the Issue is not displayed...
2nd condition Once the measuring tool is opened and selected the two face, plus have rotated the piece, the measure icon is still display when I make the cursor gone above the windows or another graphics areas
the issue displayed as follow:
First Click on "Close Window" only clear the faces selected.
Second Click on "Close Window" icon, DON´T close the window, even if I click outside on another area.
After right clicking or minimizing the SolidWorks window, the close window button becomes available again.
but being doing these actions becomes annoying.
But as Michael Lord said, it´s all about Service Pack
