How can I change the tolerance of the mesh , I need to increase it 30percent.

In SW07/08 this is one of the settings in the mesh control dialog box that shows up when you select the mesh command.

RMB on mesh>Create mesh
Go to Mesh parameters in Mesh property manager
You can change the global size and mesh tolerance.
