There could be several reasons:
1. Older versions of SWX required an axis/centerline. I do not know when they made it such that any straight line would work. If a sketch only has one centerline then the rotate command defaults to using it for the axis of rotation.
2. Practice. Sometimes (most of the time) I put in a centerline in the sketch. It just make the sketch more understandable for anyone that is looking into it. Besides, with the centerline in the sketch I can dimension something to be a diameter rather than a radius. This is big plus in my book.
