I need to set a plane other than the three standard planes so I can draw on the new plane. How do I do this?
There is a command under Reference Geometry to add planes. After you've opened that command you can enter a value to offset the new plane from one of the three primary planes, assuming you want the new plane parallel to one of them. If not you'll need to create a sketch first and add some lines or points to help define the new plane.

Or you can draw a circle and extrude a solid or a surface and add a tangent plane
