There are a lot of ways to insert a new plane
You can select a plane and then...
Make different selections
You can draw a line on any of the existing planes and select the line and an end point
Or you can draw two lines and select both lines
Or you can draw a circle and extrude a solid or a surface and add a tangent plane
Plus you can also draw a helix and pick the endpoint and the helix
There is a command under Reference Geometry to add planes. After you've opened that command you can enter a value to offset the new plane from one of the three primary planes, assuming you want the new plane parallel to one of them. If not you'll need to create a sketch first and add some lines or points to help define the new plane.
