Closed Corner (lack of) Propagation

I'm trying to design some support flanges on the side of a fairly simple jogged bracket.

Here's the starting point:

My intent is to use closed corner to bring the corners together, and for the most part, it works like a charm.

The only problem is when I look down the tangent edges of that jogged flange...

The extended faces on the lower flange stay put, and I'm stuck with a weird looking offset in my lower flanges. If I add those lower faces to the "Faces to Match" field in the Closed Corner command, the result doesn't change. Likewise if I engage the "Auto Propagation" option.

My only recourse is is to use direct editing tools (Move Face) and do an offset to match the extended face as shown here (fixed the right side, not the left)

Not sure if you guys have any other, better ideas for how to resolve this, but I think I'm just going to accept the annoying requirement to move some faces and move on with my life.
