Several versions ago, we used to be able to dimension between geometry in an alternate position view and the parent view that the alternate position was in/created from. But, at one version (I forgot which one) we could no longer do that. The workaround since then has been to draw a line and constrain it to the geometry in one of the views, then dimension between that line and the geometry in the other view. I haven't tried this in 2018 or 2019, so I was wondering if anyone has tested this and if it is finally fixed.
There are several SPRs out for this problem - they have been out for a long time now, but their status isn't very reliable especially knowing that SolidWorks does not verify with the reporting customers if the problem is fixed:
