Where I can change this bend 'DOWN' to bend 'UP'? Or do I have to manually edit each bend notes on the drawing manually?
The bend up or down would show based on how you've the flat pattern view. To toggle the up or down, click on the flat pattern view and select flip view
But I want to keep the counter sink hole on the near side as shown from my pic but the bend going UP.

Edit the 'Flat Pattern' feature and update the references for 'Fixed Face'. Most likely you'll want to pick the 'other side' of what is considered to be your base flange feature.

The notes ‘UP’ and ‘DOWN’ refer to the sheet metal bend direction. The note is UP if the bend ‘exits’ the plane of the sheet in the drawing (and DOWN if it ‘enters’ the screen).
From the part this can be controlled flipping the direction of the flange containing the bend or the direction of the extrusion of the base flange.
With the command Flip View the user can choose to view the part from the positive or from the negative side of the axis normal to the base flange sketch plane. Consequently hitting this command the bend notes change (the flanges that were ‘entering’ the plane of the screen now exit it).
Yes, so Ernie will have to edit the flange and put them in required direction to get the required bend notes.

Hi Ernie, it's weird you need the bend note opposite to the standard note proposed by Solidworks.
Just to be clear, this is bend 'UP':
and this is bend 'DOWN':
If the standard you use is the opposite, then you need to modify the 'bendnoteformat.txt':

I would be interested to know as why you want to do opposite?
You need to open and modify the text file 'bendnoteformat.txt'.
In order to find out the location of the file you need to open the 'System Option' menu, click on 'File Locations' then select 'Sheet Metal Bend Line Note File' and you will see the folder where the file is located.
