When you say "does anybody else ever see..." do you mean that
you sometimes see them? Always see them? Arrow size and display
style in parts and assemblies is controlled just like it is in
drawings - by the Tools->Options, Document Properties tab. The
arrow display will follow the settings for the active document, not
the document that owns the original dimension. So if you change
your arrow settings for a part, but then view that part's
dimensions in an assembly, the arrow display will follow the
assembly's settings. These settings are part of the document
template.
I suppose I wasn't too clear; I have started to see them in a
specific assembly. I am l mystified by the behavior because when I
go into the document properties for the assembly, I see the same
values for arrow size as I do in the part. Is it just a bug or am I
looking at the wrong place in the document settings?

As far as I know it is just the one assembly. I'm not sure
though, because up until now I haven't known that it is tied to the
assembly document; thought it might have been a graphics card issue
or something. The arrows are the same size no matter the zoom
level.

I have seen this on numerous occasions, however they
typically show up when I zoom into a part, and then after I finish
zooming they will be large like that. If I then rotate just
slightly the screen will refresh with the correct size arrows.
It appears to be a refresh issue on my end.
