When I add fillet the i can see thru the radius as if the part were shelled. I then rotate to back of part and its solid.
Probably just a graphics issue. Try re-starting

I see what you mean. This falls under the category of "Beats me". I don't know why it did it, but I reduced the fillet value from 0.01 to 0.009 and that fixed it.
Glenn,.. yep, .009" is the best workaround and within tolerance, imho..
This is a very good example of the solver flipping.. or, the flipping solver?... I get at least 4 different results. per ctrl-q... works, doesn't work, half works, sliver, sliver with radius..
I believe it has something to do with the spline tangency where the fillet fails.
I tweaked these two points and the fillet works as is.
I was seeing the same issue, I assume it's something to do with some weird looking strand of "geometry".
I could fix it by using Selected Contours on Boss-Extrude2:
But the face indicated above won't fillet with the same radius as an error says it's too big.
Here is another work around with changing anything but splitting the body, adding fillets and combining again
