Why in case of Check in on SLDPRT - only Login name?
I can duplicate this behavior in 2019 SP0, even if i have the option "Show Full Usernames' checked under user\Explorer\Settings. I could also duplicate this with another PDM user log-in, not just the admin user.
I poked around the knowledge base and couldn't find anything that specifically addresses this.
I suspect it's similar or related to the open SPR 1104333 - 'Checked Out By’ column in the Search result does not display full User Name when ‘Version number’ column is used even if Full User Name option is selected.
You'll probably want to work with your reseller to have them submit this directly to SOLIDWORKS and a new SPR may be filed specifically for this.

Generally, it can be not such a serious problem if to be sure that it does not influence actions with conditions of check of user name, or does not create any other problems.
I am for some reason not really confident in it. Therefore, interested me - can in it there is some sense?
As I understood - there is no sense.
So each PDM user has some unique ID number. This number can't be duplicated EVER, not within a single vault but within an entire PDM SQL DB itself (which can hosts multiple vaults it needed).
Associated with that user ID# is the 'login name' and the 'full name', which you can validate on the user properties window in PDM.
As long as I can verify that it's pulling the correct user ID (which it appears it us), certain PDM functions are just coded to pull a login name or a full name for the user interface. Sometimes the code isn't consistent.
I'm fairly confident you don't have two users with the full name of 'system administrator' so this is really just a superficial issue, not one that should cause any concern that there is any systemic instability.
I'd still submit it as a SR, viewing data consistently is still important and would drive some users bananas.
