I think you must use SW-Sheet Format Size
SW-Template Size is the drawing template size
Both return 'Custom'

I believe that since A3 landscape is a standard size, so internal codes treat that as A3 but portrait as custom. So you may have to manually type the size.
Well, I could probably also just type in the size manually and save it with the sheet format.
