In the times I have seen this error the issue tracked back to the antivirus software. What antivirus software are you running right now? Does the error go away when you disable its Real Time Protection?
I'm having the same issue, recently upgraded to SW2019 Sp2, running TrendMicro Antivirus - was running on SW2018 SP5 with no issues... Has anyone found out what this is yet?
Try clean up the temp folder.
ie delete everything in it.
Tried that, it just changed the number of the SWX folder that it found the error in within the temp directory. I've got more things going wrong now too - I enter data into the custom properties using the Taskpane tab - save the part - then check again and the properties are not being saved. I can still check entering them manually - and that will be my next step.
Failing that - I may uninstall and clean out all registry references to previous versions then start again. I suspect there are some previous hooks causing issues!
I had the same problem and I fixed it by right clicking on the shortcut and clicking on troubleshoot compatibility. Apparently Solidworks is designed for windows 8 and I am on windows 10. I am not sure what it did, but its fixed now.

Did you turn off your antivirus software? That is your likely solution to this.
hey ryan drak , i don't have any specific virus software running on my computer but i have virus and threat protection(windows default) which is disabled . and i am still getting the same issue i am not able to export my solidworks file to visualize . pls guide me . i am stuck in the middle of my project . with regards - lalkishen.
Have you tested on another machine? Or with another user account on the same machine?
yes , my another laptop has 2019 which has no issues
To get the answers you seek you probably need to open a ticket with your VAR to open an investigation. I doubt we'll get to the bottom of it on the forum here.
For information, on a customer computer, there was "SAntivirus Realtime Protection Lite" and customer had this issue.
After uninstall this software and reboot, all is ok.
