Loft an ellipse on the bottom of your needle that's 0.50 (units) offset from your inner edge to an ellipse on your ledge, as a surface feature. Then use the Cut with Surface feature to remove the part of the needle you don't want and this will form the taper you want.

Sometimes you also have to build a sort of "end face" for your Cut with Surface feature to work properly.
Ellipses get weird when you offset them inward (like I did with this model), but it should be enough to show how to perform the cut you need.

I've created the loft but I'm getting the error "operation failed due to geometric condition" when I try to cut with surface. It doesn't seem like I can add more than one parameter during the cut step.

I need to cut new features in that surface, and it seems I can't- the new surface remains even through a cut. That doesn't seem to be true for the "cut with surface" feature (I tested it on Jeff's part). So I'm still happy to hear any advice about how to make that feature work by including an end face (or other possibilities).
